In 2023, Lely High School became the first high school in Collier County to offer the Florida 911 Public Safety Telecommunicator course to high school students. The Florida 911 Public Safety Telecommunicator course is offered through the Lely High School Criminal Justice Academy. As a Criminal Justice Teacher in the Criminal Justice Academy, I spent five months in training and studying for the Florida 911 Public Safety Telecommunicator Certification exam to be able to teach and offer this course to our students.

At the current time, there is a critical need for 911 Dispatchers throughout the state and country. I feel privileged to be able to offer the 911 Public Safety Telecommunicator course to my students to hopefully fill the gap in this essential role. I am also optimistic about having my students train and work in our local community upon graduating from high school.

I am extremely enthusiastic about the opportunity to offer the 911 Public Safety Telecommunicator course to our students in the Lely High School Criminal Justice Academy. My students will graduate with the 911 PST certification making them eligible for employment at 18 years of age at any 911 call center in the State of Florida. For students who wish to remain in Collier County after graduation, they may obtain employment with the Collier County Sheriff’s Office or Naples Police Department as 911 Dispatchers with full medical and dental benefits, life insurance, paid vacation and sick leave, tuition assistance, and participation in the Florida Retirement System among other valuable benefits.

Upon graduation from high school, my students may pursue higher education while employed as 911 Dispatchers if they so choose. They may also use their experience as 911 Dispatchers to advance their professional careers in the Collier County Sheriff’s Office, Naples Police Department, or Marco Island Police Department.

The State of Florida requires all 911 Public Safety Telecommunicators (911 PST), also referred to as 911 Dispatchers, to be trained and certified prior to becoming employed as a 911 PST. The 911 PST course requires 232 hours of classwork, job shadowing at the Collier County and City of Naples 911 call centers, ride alongs with fire rescue trucks, police patrol units, and emergency medical ambulances, and site visits to the courthouse, jail, and various departments within the Collier County Sheriff’s Office.

In addition to the 232 hours of coursework and job shadowing, the State of Florida requires all 911 PST students to be certified in CPR and first aid procedures. All 911 Public Safety Telecommunicators are trained to perform Dispatch Aided CPR and other medical interventions for 911 callers with medical emergencies.
In order to implement the breadth of requirements of the 911 Public Safety Telecommunicator course, I am respectfully requesting the needed CPR equipment to train and certify my students in CPR to fulfill the requirements for 911 PST certification.

Goal

What will be done with my students

In collaboration with Collier County Emergency Medical Services, my students will be trained and certified in CPR as required for the Florida 911 Public Safety Telecommunicator Certification.
Students will use the CPR Manikins to train on CPR compression and airway techniques. In CPR training, students will check the scene for safety, form an initial impression, and use personal protective equipment (PPE). Students will check for responsiveness, breathing, life-threatening bleeding or other life-threatening conditions using the shout-tap-shout technique. If the person does not respond and is not breathing, students will call 9-1-1 or tell someone to do so. Students will then kneel beside the person and place the person on their back on a firm, flat surface.
Students will give 30 chest compressions using the following techniques:
Hand position: Two hands centered on the chest
Body position: Shoulders directly over hands; elbows locked
Depth: At least 2 inches
Rate: 100 to 120 per minute
Allow chest to return to normal position after each compression.
Students will give two breaths in the following manner:
Give 2 breaths

Students will open the airway using the head-tilt/chin-lift technique.
Students will pinch the nose shut, take a normal breath, and make complete seal over the person’s mouth with your mouth.
Students will ensure each breath lasts about 1 second and makes the chest rise; allowing air to exit before giving the next breath.
Students will continue giving sets of 30 chest compressions and 2 breaths. Students will minimize interruptions to chest compressions to less than 10 seconds.
Students will learn to use an AED in addition to CPR.

In addition, my students will learn first aid techniques and how to effectively control bleeding. Stop the Bleed is an awareness program that teaches students how to recognize life-threatening bleeding and how to stop the bleeding. In Stop the Bleed, students will learn three techniques to help save someone before they bleed out: (1) How to use your hands to apply pressure to a wound; (2) How to pack a wound to control bleeding; (3) How to correctly apply a tourniquet. A person who is bleeding can die from blood loss within five minutes, therefore it is important to quickly stop the blood loss. Those nearest to someone with life threatening injuries are able to provide emergency care while waiting for professional emergency responders to arrive.
 

 

Benefits to my students

The AHA Compliant Prestan Adult Manikins come equipped with Compression Depth Clicker Feedback Devices and Compression Rate Monitor Feedback Devices. These manikins will optimize our student training program by ensuring the student’s Compression Depth and Compression Rate are reached with an audible 'clicking' sound and LED indicators provided by two separate feedback devices. Additional items in this set include 50 Adult Lung Bags, an Instruction Sheet, and a nylon carrying case.
The LED indicators allow for instant feedback to both instructor and student regarding their rate of chest compressions. Instructors can monitor several students quickly and easily, while students can visually gauge their compression rate reinforcing more practice time using proper technique. When students are practicing compressions on the Prestan Professional Adult CPR Manikin, not only will they see when they have reached and are maintaining the minimum recommended speed of 100 cpm, they will also see when they reach the upper limit of 120 cpm. The yellow monitor light will flash rapidly to let them know!
Depth of compression is a crucial skill to learn in CPR. Students learn proper compression depth with the manikins' audible 'clicking' sound. When compressions are done to the ECC recommended depth, the 'click' tells students they are on target. Compression rate and depth are two vitally important components to learn for successful CPR. The visual and audible reinforcement of good CPR technique will build students’ confidence to embrace their role in the cardiac chain of survival.
Outside of the classroom, I want my students to be able to act confidently and lean on their training when faced with an emergency. I want them to concretely learn and experience success in performing quality CPR to help save people’s lives. I also want my students to be able to verbally instruct others on how to perform CPR if called upon to do so particularly if they are employed as 911 Dispatchers.
